Once the trial is officially launched, customers need to show their ID cards when sending express shipments. The courier company's clerk must open the package to inspect and verify the delivered items, and also register this information into the computer, and the recipient must also show the ID card to receive the express. Industry insiders said that it can increase the safety factor of express delivery to a certain extent.
The real-name express delivery system not only helps to ensure the safety of the recipient, the courier and the express company, but also helps regulate the express market. However, the increased cost of express delivery companies may be paid by consumers themselves.
On October 22, 2015, the Central Comprehensive Management Office, the Ministry of Public Security, the Ministry of Industry and Information Technology, the State Administration of Work Safety and other 15 departments held a video and telephone conference. Special actions to clean up and rectify explosives, shipping and delivery logistics, and to investigate and resolve conflicts and disputes. 15 departments require the delivery and logistics industry to fully implement the three systems of shipping goods prior to inspection and sealing, real-name registration of delivery logistics activities, and X-ray security inspection of mail and express mail, so as to improve the standard management level of the industry.
Express delivery security

Sign for new regulations
The "Express Service" national standard that came into effect on May 1, 2012 clearly suspends the "signature before inspection" regulation, and the behavior of "sign before inspection" that has been criticized by consumers is expected to end.
The national standard of "Express Service" implemented on May 1, 2012 stipulates that when the courier company's consignee delivers the express to the recipient, he should inform the recipient to accept the express in person. For express delivery, online shopping, TV shopping and mail order, the recipient can first check and accept the internal parts and then sign for it. At the time of acceptance, the appearance of the internal parts and the quantity of the internal parts can be counted, but the internal parts cannot be tried or the product function test can be carried out. This provision means that courier companies will not have the right to require consumers to "sign and then inspect the goods." [3]
Delay claims
From May 1, 2012, the series of national standards for express delivery services were officially implemented. The standard stipulates that even if the express delivery within 3 days in the same city and 7 days in different places has not arrived, even if it is completely delayed, the express company can claim compensation.
Since May 28, 2012, online shopping has encountered difficulties in delivery, and the door-to-door delivery on holidays is not accurate. If it is not delivered for more than 3 days, each express will pay a high compensation of 10 yuan. Led by the China Express Association, the nine major express companies in the country and the major domestic e-commerce online shopping platform, Tmall signed a strategic cooperation agreement to jointly create a new standard for e-commerce social logistics.
On May 28, 2012, the strategic agreements signed include domestic EMS, SF Express, Shentong, YTO, Zhongtong, Yunda, Home Delivery, Best Huitong, and Hai Hangtian, which basically cover the first-line camp of domestic logistics, and its express delivery business accounts for The entire domestic online shopping express market share exceeds 90%. The agreement includes more than 5,000 inter-city routes with "next-day delivery" and nearly 4,000 "one-to-three-day limited-time delivery" services opened today. If it is not delivered, the consumer will be compensated for the express fee of 5-10 yuan.
The compensation for delay shall be the exemption of this service fee (excluding additional costs such as insured value). The direct value of the internal parts is lost due to the delay, and compensation shall be made in accordance with the loss or damage of the express.
In case of delays, loss or damage of express shipments, consumers can complain to the express delivery company first. If the company buckles and is not satisfied with the results, consumers can appeal to the management department. [4]
Brutal sorting
The State Post Bureau officially announced the new "Administrative Measures for the Express Market", which will be formally implemented on March 1, 2013. Among them, "savage sorting" has been newly included in the regulation, with a fine of up to 30,000 yuan. After citizens complain about express delivery companies, the postal administration will deal with it in a timely manner and give a reply within 30 days.
Smart express box
On July 19, 2019, the State Post Bureau issued the "Administrative Measures for the Delivery Service of Smart Express Boxes", which will come into force on October 1, 2019. There are 35 articles in the "Administrative Measures", which clarify that smart express boxes refer to smart terminal service facilities that provide express mail receiving, sending, and delivery services, and do not include facilities and equipment for self-service access to non-delivery items. According to this management method, the recipient's consent should be obtained for delivery in express boxes; fresh products cannot be delivered in smart express boxes; smart express boxes that do not indicate information will be punished; no charges may be charged to the recipient during the storage period. Express delivery into the village
